1. THE CONCEPT AND PRINCIPLES OF THE EUROPEAN ADMINISTRATIVE AREA 2. THE INFLUENCE OF THE EUROPEANIZATION PROCESS ON NATIONAL PUBLIC ADMINISTRATIONS 3. Course learning outcomes

define, explain and differentiate basic concepts from the field of state and public administration, list the bodies and tasks of the state administration, the basic principles of European public administration and the European administrative area, powers and acts of the Government of the Republic of Croatia, enumerate and describe the stages of development of administrative systems and explain the fundamental features of the relationship between citizens and the administration, to compare the administrative systems of transition countries and to analyze the advantages and disadvantages of the mentioned systems, distinguish types of administrative reforms and explain the impact of the process of Europeanization and modernization on public administration in the Republic of Croatia analyze the effects of administrative reforms in the Republic of Croatia, create a written seminar paper on the chosen topic with appropriate attachments, enumerate and explain the basic administrative values and standards and explain and distinguish the basic characteristics of administrative doctrines with the aim of applying the acquired knowledge in the preparation of a seminar paper, apply the knowledge gained from the above subject to concrete examples from administrative-judicial practice with the interpretation of legal texts for the corresponding special administrative areas and institutes,

ADDITIONAL FACTS
Students are obliged to propose the topic of the seminar paper with the help and agreement of the seminar leader and to create a written seminar paper or research on the chosen topic. Furthermore, in the seminar paper, they are required to present a theoretical discussion on the proposed topic along with presenting their own positions, opinions, arguments and proposals related to the problematic issue with a special emphasis on the practical part, i.e. concrete examples from practice.
