Dr.sc. Ante Novokmet, izvanredni profesor na Katedri kaznenopravnih znanosti i prodekan za razvoj i poslovanje Pravnog fakulteta Osijek. Završio je studij prava na Pravnom fakultetu Osijek, a zvanje doktora znanosti stekao je završetkom Poslijediplomskog doktorskog studija iz kaznenopravnih znanosti na Pravnom fakultetu Sveučilišta u Zagrebu obranom doktorske disertacije pod naslovom „Sudska kontrola optužbe“. Predaje na Integriranom dodiplomskom i diplomskom studiju Pravo, Stručnom upravnom studiju, te Poslijediplomskom doktorskom studiju Pravo Pravnog fakulteta Osijek.

Kao istraživač bio je dio projektnog tima na projektu Pravosudna suradnja Hrvatske u kaznenim stvarima u EU i regiji: nasljeđe prošlosti i izazovi budućnosti (CoCoCrim), koji je financiran od Hrvatske zaklade za znanost i znanstveno-istraživačkom projektu Sustavni pristup modelima konsenzualne pravde u hrvatskom kaznenom postupku (NegJusCro) odobrenih i financiranih od Hrvatska zaklade za znanost. Trenutno je istraživač na uspostavnom projektu Hrvatsko prekršajno pravo u europskom kontekstu – izazovi i perspektive (PrePraHR) odobren i financiran od Hrvatske zaklade za znanost. Na internom natječaju Sveučilišta Josipa Jurja Strossmayera u Osijeku u 2015. odobren mu je znanstvenoistraživački projekt Usklađivanje hrvatskog kaznenog procesnog prava s Direktivom 2012/29/EU o uspostavi minimalnih standarda, prava, podrške i zaštite žrtava kaznenih djela na kojemu je bio nositelj i glavni istraživač.

Bio je dio tima konzultanata u pripremi ekspertize Analysis on Plea-Bargaininig Agreement „Improving procedural safeguards in judicial proceedings“ u zajedničkoj inicijativi Europske unije i Vijeća Europe u okviru Horizontalnog instrumenta za Zapadni Balkan i Tursku (Horizontalni instrument II) 2019.-2022. s ciljem uobličenja konkretnih preporuka za usklađivanje nacionalnog zakonodavstva s pravnom stečevinom EU i pozitivnopravnim standardima razvijenim u praksi Europskog suda za ljudska prava.

U 2021. godini imenovan je u radnu skupinu Ministarstva pravosuđa i uprave za izradu Nacionalnog plana razvoja pravosudnog sustava za razdoblje od 2022. do 2027. godine.

Institucijski znanstveno-stručni doprinos djelovanju Sveučilišta i drugih akademskih institucija ostvaruje obavljajući funkciju Predsjednika odbora za statutarna i pravna pitanja Sveučilišta Josipa Jurja Strossmayera u Osijeku, te člana Povjerenstva za sprečavanje nepotizma na Sveučilištu Josipa Jurja Strossmayera u Osijeku. Predsjednik je Vijeća časti Gradskog vijeća Grada Osijeka te član i zamjenik predsjednice Državnoodvjetničkog vijeća izabran iz redova sveučilišnih profesora prava.

Stručno se usavršavao na Max Planck institutu za inozemno i međunarodno kazneno pravo u Freiburgu, Njemačka.

Član je organizacijskog i znanstvenog odbora međunarodne znanstvene konferencije „EU and Comparative Law Issues and Challenges“, izvršni urednik Zbornika radova ECLIC, te član uredništva Pravnog vjesnika.

Ante Novokmet, Ph.D is an Associate Professor and vice dean for business, development and projects at Josip Juraj Strossmayer University of Osijek, Faculty of Law Osijek. He graduated from law at the Josip Juraj Strossmayer University of Osijek, Faculty of Law Osijek. He completed postgraduate studies in Criminal Law Sciencies at University of Zagreb, Faculty of Law and defended the doctoral thesis under the topic "Judicial control of accusation" and acquired the academic degree of Doctor of Laws (PhD). He teaches at the undergraduate and postgraduate studies of Law, Professional administrative study programe and Professional graduate study of public administration at the Josip Juraj Strossmayer University of Osijek, Faculty of Law Osijek.

As a researcher, he was part of the project team on the research project Croatian Judicial Cooperation in Criminal Matters in the EU and the Region: Heritage of the Past and Challenges of the Future (CoCoCrim ), which was financed by the Croatian Science Foundation. He is a researcher on the research project Systematic approach to models of negotiated justice in Croatian criminal procedure (NegJusCro) and research project Croatian misdemeanor law in the European context - challenges and perspectives (PrePraHR) both approved and financed by the Croatian Science Foundation. At the internal call of Josip Juraj Strossmayer University in Osijek in 2015, he was granted a research project Harmonization of Croatian criminal procedural law with Directive 2012/29/EU on the establishment of minimum standards, rights, support and protection of victims of criminal offences, where he was the head of project and the main researcher.

He was part of the team of consultants in the preparation of the expertise Analysis on Plea-Bargaining Agreement "Improving procedural safeguards in judicial proceedings" in the joint initiative of the European Union and the Council of Europe within the Horizontal Instrument for the Western Balkans and Turkey (Horizontal Instrument II) 2019-2022., with the aim of formulating concrete recommendations for harmonizing national legislation with the EU acquis and positive legal standards developed in the practice of the European Court of Human Rights.

In 2021, he was appointed to the working group of the Croatian Ministry of Justice and Administration for the preparation of the National Judicial System Development Plan for the period from 2022 to 2027.

On severeal occasions he was granted research stay at the Max Planck Institute for Foreign and International Criminal Law in Freiburg. He is a member of the organizational and scientific committee of the international scientific conference "EU and comparative law issues and challenges" and the executive editor of the serial publication EU and comparative law issues and challenges (ECLIC).
