RESEARCH STAY REPORT
(IPIE Project – 581-UNIOS-88)
Within the framework of the project “Implementation and Practical Challenges of European Law in Relation to Selected Legal Institutions in the Croatian Legal System” (581-UNIOS-88), Igor Vuletić, PhD, Full Professor completed a research stay at the Faculty of Law of Niccolò Cusano University in Rome. The stay took place from 14 to 23 May 2026 and constituted one of the project-related obligations of the researcher. The selection of the host institution was based on its recognized expertise in the fields of European and international law, as well as its extensive library collection relevant to comparative legal research. The research stay was directly connected with the preparation of a scientific article, which also represented one of the project obligations. The research was conducted at the Faculty of Law library and focused on the principle of ne bis in idem in criminal proceedings concerning war crimes, with particular emphasis on the possibility of recognizing a victim-centred exception to that principle.
During the stay, the analysis of the relevant academic literature and case law was successfully completed, enabling the completion of the manuscript entitled “Ne bis in idem in War Crimes Prosecutions: The Case for a Victim-Centered Exception.” At the conclusion of the research stay, the manuscript was submitted for peer review to an A1-ranked scientific journal. The research stay was fully consistent with the project’s work plan and constituted a significant contribution to the achievement of its objectives, particularly with regard to strengthening international cooperation and enhancing scientific productivity. The activity was also fully aligned with the Research Strategy of the Faculty of Law in Osijek, especially in the areas relating to international mobility and the development of research competencies.
