As part of the project “Implementation and Enforcement Challenges of European Law on Selected Institutes in the Croatian Legal System IPIE” (581-UNIOS-88), the Chair of Administrative Law and Science is organizing a workshop on the topic: Integration of European Principles and Standards into Croatian Public Administration.

The workshop aims to familiarize participants with the core values of the European Administrative Space, including the principles of legality, openness and transparency, accountability, efficiency, proportionality, participation, and coherence in the operation of public administration. Through an interactive approach, analysis of best practice examples, and discussion on current challenges, participants will acquire the practical and theoretical knowledge necessary to understand and apply European administrative principles and standards in the national context.

Special emphasis will be placed on the modernization of public administration, values in public administration, development of administrative competencies, European youth policy, European standards of administrative procedure, and the importance of adapting to contemporary European management trends and the digitalization of public services. The workshop provides a platform for exchanging experiences, developing critical thinking, and strengthening the professional capacities of participants in the field of public administration and public policy.

Objective of the Workshop: The objective of the workshop is to introduce participants to core European principles, standards, and good governance practices, as well as their application within the Croatian public administration system. The workshop is focused on strengthening the understanding of the European Administrative Space, enhancing administrative capacities, and developing a more efficient, transparent, and citizen-oriented public administration.

Purpose of the Workshop:

The purpose of the workshop is to empower students and other participants to understand and apply European administrative principles and standards in their future work and decision- making processes. Through a theoretical and practical approach, participants will gain insight into the importance of:
1) legality and transparency of operations
2) accountability of public administration
3) efficient management of public resources
4) quality of public services
5) alignment of national administrative practices with European values, principles, and standards

Expected Learning Outcomes:

Upon completion of the workshop, participants will be able to:

  • explain the core principles and standards of the European Administrative Space and good governance
  • recognize key European principles and standards relevant to Croatian public administration
  • analyze the challenges and opportunities of applying European administrative principles and standards in practice
  • apply the principles of openness and transparency, accountability, efficiency, proportionality, participation, and coherence in the work of public administration
  • understand the importance of the professionalization and modernization of public administration
  • propose measures to improve the quality of public services in accordance with European principles and standards
  • develop a critical approach to change management in public administration
